As part of the Joint Implementation efforts for  the learn America Do America (LADA) program, the  US Foreign Mentorship Engagement Service (FMES) provides a hub for  Public Diplomacy Resources within the US Government  Agencies including; US Department of State (USDOS), US Department of Commerce (USDOC), US Agency for international Development (USAID) and US Executive Office of the President (USEOP).


The FMES is further operated by  the Foreign Mentorship Engagement Protocol (FMEP), Foreign Mentorship Engagement Register (FMER)


FMES Administrators are selected from the US Embassy for Peace (USEP), US Association for public diplomats and professionals (UAPDP) and the other Partner Organisations.

The Secretary of State shall consult with the Executive Office of the President (EOP), Office of Management and Budget regarding the administrative and human resources needs that may be required to implement the provisions of Whole-of-government coordination and consultation to support United States economic and business interests, including consulting with the private sector in the development of government-wide trade expansion efforts

In cooperation with the United States Agency for International Development (USAID) and other public and private assistance organizations and agencies, the Secretary should ensure that information relating to foreign assistance provided by the United States, nongovernmental organizations, and private entities of the United States is disseminated widely, and particularly, to the extent practicable, within countries and regions that receive such assistance. The Secretary should ensure that, to the extent practicable, projects funded by USAID not involving commodities, including projects implemented by private voluntary organizations, are identified as provided by the people of the United States.

Secretary of State is authorized to provide for assistance to schools,[1] libraries, and community centers abroad, founded or sponsored by citizens of the United States, and serving as demonstration centers for methods and practices employed in the United States.

The Secretary of State shall consult with the private sector in the development of government-wide trade expansion efforts, including establishing a point of contact and lead office within the Department of State to receive private-sector recommendations and comments concerning trade capacity assistance, coordination, consultations, and country-specific issues;
